Singh was born in Jammu, in the erstwhile Indian state of Jammu and Kashmir into a Hindu Dogra Rajput family as the elder child[8] to parents Rajinder Singh and Shanti Devi.[9][10] His family belongs to Marmat area in Doda district.[11] He did his schooling from The Scindia school, Gwalior passing out in 1972.[12]
Singh married Manju Singh. They have two sons.
