Qazi Touqeer was born on 4 June 1986 in Srinagar, Jammu and Kashmir (some sources give a different date of birth). His father, Mushtaq Ahmed Qazi, is a lawyer who later embraced Sufism, and his mother, Syeda Rukhsana, is a school teacher. His younger brother, Qazi Touseef, is an entrepreneur. He is the nephew of the well-known Kashmiri singer Qazi Rafi.
He had no formal training in music before entering Fame Gurukul. He sings in Kashmiri, Hindi and Urdu.
